Po podatkih centralnega statisti\u010dnega urada (Centraal Bureau voor de Statistiek, 2023) s skoraj 18 milijoni prebivalcev (17,93) na dan 30. oktober 2023 gostota prebivalstva na kvadratni kilometer dosega osupljivo \u0161tevilko 529 ljudi na kvadrat. kilometer (Vzinfo.nl &amp; CBS-StatLine, 2023), pri \u010demer imajo nekatera mestna obmo\u010dja ve\u010d kot 2000 prebivalcev na kvadratni kilometer.<\/p>\n<p>V skladu s trenutno napovedjo se bo nizozemsko prebivalstvo do leta 2070 \u0161e naprej pove\u010devalo na 20,7 milijona prebivalcev. Nizozemsko prebivalstvo se bo pove\u010devalo predvsem zaradi priseljevanja in podalj\u0161ane pri\u010dakovane \u017eivljenjske dobe (Central Bureau voor de Statistiek, 2023). Torej migracije trenutno igrajo in bodo igrale pomembno vlogo za nizozemsko dru\u017ebo. Nizozemski mediji veliko poro\u010dajo o migracijah.<span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">\u00a0<\/span><\/p>\n<p>Da bi ocenil vpliv priseljevanja na moje podro\u010dje \u0161tudija (zdravstvena nega) in prihodnjo delovno silo v svoji dr\u017eavi, sem naredil nekaj raziskav o nizozemskem priseljevanju. Naslednji odstavki predstavljajo moje ugotovitve.<\/p>\n<p><strong>Statistika<\/strong><\/p>\n<p>Pet najpogostej\u0161ih dr\u017eav, iz katerih prihajajo priseljenci na Nizozemsko, je Tur\u010dija, Maroko, Surinam, nizozemski Karibi in Indonezija. Od vseh 15 do 75-letnikov med delovno aktivnim prebivalstvom z nizozemskim poreklom jih je bilo brezposelnih samo 2,7 odstotka. To je manj kot med tistimi z zahodnim migracijskim ozadjem (4,0 odstotka). Stopnja brezposelnosti med ljudmi nezahodnega porekla (6,0 odstotka) je najvi\u0161ja na Nizozemskem (Central Bureau voor de Statistiek, 2021).<\/p>\n<p><strong>Motivi<\/strong><\/p>\n<p>Ljudje imajo razli\u010dne razloge in motive, da pridejo \u017eivet na Nizozemsko. Na primer, delovni migranti prihajajo na Nizozemsko, da delajo, migranti, ki \u0161tudirajo, pa sledijo usposabljanje na Nizozemskem. V skladu z evropsko zakonodajo lahko vsi dr\u017eavljani EU\/EFTA delajo v dr\u017eavi EU brez delovnega dovoljenja (Central Bureau voor de Statistiek, 2023a).\u00a0<\/p>\n<p>Razlogi za selitev na Nizozemsko se lahko razlikujejo glede na to, od kod migrant prihaja. V letu 2021 je bilo delo najpogostej\u0161i razlog za selitev 38.860 priseljencev iz EU\/EFTA. Za 29.350 je bila dru\u017eina razlog za selitev. Za 21.125 dr\u017eavljanov EU-EFTA je bil \u0161tudij razlog za odhod na Nizozemsko. Za 28.240 dr\u017eavljanov EU\/EFTA ni znano, zakaj so se priselili na Nizozemsko. Med dr\u017eavljani ne\u010dlanic EU\/EFTE je bila dru\u017eina najpogostej\u0161i razlog za migracijo za 29.615 oseb. Azil (21.505 ljudi) in \u0161tudij (18.465 ljudi) sta bila prav tako pomembna razloga za ljudi zunaj EU\/EFTA, da so se preselili na Nizozemsko (Central Bureau voor de Statistiek, 2023a). Za dr\u017eavljane, ki niso dr\u017eavljani EU\/EFTA, so bili dru\u017eina, azil in \u0161tudij najpogostej\u0161i razlog za selitev, medtem ko sta bila delo in dru\u017eina najpogostej\u0161i razlog za selitev za dr\u017eavljane EU\/EFTA.<\/p>\n<p>Zdaj se postavlja vpra\u0161anje, kako lahko nizozemska dru\u017eba optimalno izkoristi te priseljence in pri tem upo\u0161teva njihove \u017eelje.<\/p>\n<p><strong>Priseljevanje, povezano z zdravstvenim varstvom<\/strong><\/p>\n<p>Na Nizozemskem se dogaja zdravstvena kriza. Z vse ve\u010djim \u0161tevilom prebivalstva, ki se stara, se povpra\u0161evanje po zdravstvenem varstvu pove\u010duje hitreje, kot mu lahko sledita gospodarstvo in delovna sila. In \u017ee nekaj let primanjkuje zdravstvenega osebja.\u00a0<\/p>\n<p>Nizozemska vlada \u017eeli v kratkem \u010dasu pove\u010dati \u0161tevilo zdravstvenih delavcev, da bi zadostila povpra\u0161evanju po oskrbi (Ministerie van Volksgezondheid, Welzijn en Sport, 2022). Da bi nizozemska vlada ta cilj uresni\u010dila, je vlada izvedla raziskavo o tem, kako je lahko nizozemski zdravstveni sistem pripravljen na prihodnost. Njihove ugotovitve in nasveti so bili objavljeni na spletu (Ministerie van Algemene Zaken, 2022).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-d3a1cec\" data-id=\"d3a1cec\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7e167bf elementor-widget elementor-widget-text-editor\" data-id=\"7e167bf\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Tri pomembne to\u010dke za nizozemski zdravstveni sistem, pripravljen na prihodnost, so: finan\u010dna vzdr\u017enost, socialna vzdr\u017enost in vzdr\u017enost osebja. Finan\u010dna vzdr\u017enost se osredoto\u010da na stro\u0161ke nizozemske vlade v zdravstvenem sektorju. Glede na demografski in tehnolo\u0161ki razvoj je pri\u010dakovati, da se bodo izdatki za zdravstvo v prihodnje pove\u010devali hitreje od gospodarske rasti.&nbsp;<\/p><p>Tako napoveduje nizozemska vlada (RIVM) v preliminarni \u0161tudiji. Predvideva se, da se bodo izdatki za zdravstveno varstvo do leta 2060 v povpre\u010dju pove\u010devali za 2,8 odstotka na leto v primerjavi z 1- do 1,5-odstotno rastjo obsega celotnega gospodarstva. To je predvsem posledica stagnacije produktivnosti nizozemskega zdravstvenega sektorja.<span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">&nbsp;<\/span><\/p>\n<p>Po mnenju nizozemske vlade (Ministerie van Algemene Zaken, 2022) so na voljo samo 3 re\u0161itve za subvencioniranje teh nara\u0161\u010dajo\u010dih izdatkov:<\/p>\n<p>\u2013 (1) zmanj\u0161evanje dele\u017ea drugih javnih izdatkov dr\u017eave<br>\u2013 (2) pove\u010danje kolektivne dav\u010dne obremenitve<br>\u2013 (3) pove\u010danje dr\u017eavnega dolga<\/p>\n<p>Program \u00bbTAZ\u00ab se osredoto\u010da na vzdr\u017enost kadrov. \u00bbTAZ\u00ab je bil ustanovljen leta 2022. \u00bbTAZ\u00ab je okraj\u0161ava za \u00bbToekomstbestendige Arbeidsmarkt Zorg &amp; welzijn\u00ab, kar pomeni \u00bbzdravstveno varstvo in socialno varstvo na trgu dela, pripravljeno na prihodnost\u00ab. Odstotek ljudi, ki delajo v nizozemskem zdravstvenem sistemu, se je od zgodnjih sedemdesetih let prej\u0161njega stoletja pove\u010dal s 7 na ve\u010d kot 15 odstotkov.<\/p>\n<p>&nbsp;Trenutno pribli\u017eno eden od sedmih zaposlenih v nizozemski delovni sili dela v zdravstvenem sektorju. \u010cez pribli\u017eno \u0161tirideset let naj bi bil to vsak tretji zaposleni, da bi lahko zadovoljili povpra\u0161evanje po zdravstvu. Zato je nujno, da ljudje, ki delamo v zdravstvu, ostanemo zaposleni v zdravstvu. Trajnost osebja se osredoto\u010da na to to\u010dko (Ministerie van Algemene Zaken, 2022).<\/p>\n<p>Da bi zdravstveni delavci ostali v nizozemskem sistemu zdravstvenega varstva, so bile predlagane nekatere spremembe za zdravstvene delavce. To so na primer, da so zaposleni \u017ee med izobra\u017eevanjem vklju\u010deni v novosti v zdravstvu, da je na voljo dobro vodenje pripravni\u0161tva in privla\u010den (u\u010dni) program dela, ki jim omogo\u010da, da opravljajo tisto, za kar so se usposobili, da jim je dana mo\u017enost razvijajo naprej, tako da porabijo manj \u010dasa za administrativna bremena, da imajo dostop do novih delovnih metod in tehnologije za pove\u010danje zadovoljstva pri delu ter da imajo besedo pri na\u010dinu opravljanja dela opremljeni. Vse to prispeva k zagotavljanju, da je sektor zdravstva in socialnega varstva in ostaja dober sektor za delo.<\/p>\n<p>Socialna vzdr\u017enost se osredoto\u010da na poglede nizozemskega prebivalstva na sistem zdravstvenega varstva in na to, koliko so pripravljeni pla\u010dati za svoje zdravstveno varstvo. Na Nizozemskem je zavarovanje obvezno. \u010ce cene zavarovanja narastejo, bodo ljudje prisiljeni pla\u010dati pristojbine in bodo nezadovoljni. Socialna vzdr\u017enost je splo\u0161no mnenje o zdravstvenem varstvu (npr. dostopnost in kakovost) in finan\u010dni podpori, ki jo nizozemsko prebivalstvo lahko (in \u017eeli) dati svojemu sistemu zdravstvenega varstva.<\/p>\n<p><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-7d2a888 elementor-section-boxed elementor-section-height-default elementor-section-height-default wpr-particle-no wpr-jarallax-no wpr-parallax-no wpr-sticky-section-no wpr-equal-height-no\" data-id=\"7d2a888\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-403a302\" data-id=\"403a302\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-8d88b96 elementor-widget elementor-widget-text-editor\" data-id=\"8d88b96\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong>Osebne misli<\/strong><\/p>\n<p>Ali lahko priseljevanje prispeva k finan\u010dni, socialni in kadrovski vzdr\u017enosti? Skupaj razi\u0161\u010dimo mo\u017enosti. Prvi\u010d, kot je omenjeno v odstavku \u00bbPriseljevanje, povezano z zdravstvenim varstvom\u00ab, je pomembno ohraniti vzdr\u017enost osebja z ohranjanjem osebja, ki dela v sektorju zdravstvenega varstva, in privabljanjem novih zdravstvenih delavcev.&nbsp;<\/p><p>Zakaj je ob ocenjenem pomanjkanju 130.000 zdravstvenih delavcev med zdravstveno delovno silo do leta 2023 priseljencem tako te\u017eko najti delo v zdravstvenem sektorju? To je pogosto posledica procesov, v katerih morajo sodelovati priseljenci. Priseljenci, ki \u010dakajo na pro\u0161njo za azil, na primer ne smejo hitro za\u010deti delati in niso dovolj usmerjani k ustreznemu delu ali usposabljanju, ki bi bilo zdru\u017eljivo z delom v zdravstvu.<\/p><p>Ljudje, ki so delali v tujini kot zdravniki ali medicinske sestre, morajo pogosto skozi zapleten in drag postopek na Nizozemskem. Za zdravnike, usposobljene zunaj Evropskega gospodarskega prostora (EGP), ta postopek traja najmanj \u0161tiri leta. Poleg tega se morajo migranti, ki delajo v zdravstvu, ko pridejo na delo, navaditi na kulturo na delovnem mestu.<\/p>\n<p>Za kakovost oskrbe, skupinski duh in u\u010dinkovitost zdravstvenih delavcev je pomembno, da imamo vzpostavljene sisteme, ki preverjajo usposobljenost in spretnosti migrantskih zdravstvenih delavcev, preden vstopijo v nizozemsko zdravstveno nego. Ogro\u017eanje kakovosti oskrbe, timskega duha ali produktivnosti zdravstvenih delavcev z najemom nekvalificiranih, neintegriranih in nekvalificiranih migrantskih zdravstvenih delavcev bi povzro\u010dilo degradacijo nizozemskega sistema zdravstvenega varstva.<\/p>\n<p>Vendar pa morda obstaja na\u010din, da zdravstveni delavci migranti hitreje in z manj administracije za\u010dnejo delati v nizozemskem zdravstvenem varstvu. Nizozemski vladi bi priporo\u010dil, naj opravi raziskavo o racionalizaciji postopka za migrante, ki \u017eelijo delati v nizozemskem zdravstvenem sektorju. Preverite na primer, ali lahko vlada pospe\u0161i in poenostavi postopek priznavanja tujih diplom. Morda obstajajo druge dr\u017eave (kot so Amerika, Kanada, Avstralija in Nova Zelandija), kjer je kakovost oskrbe primerljiva z nizozemsko kakovostjo oskrbe. Ker te veljajo za zahodne dr\u017eave, bodo nekatere njihove zdravstvene politike in protokoli temeljili na zahodnih raziskovalnih in\u0161titutih. Da ne omenjam, da je zahodna kultura najbolj raz\u0161irjena v<br>Nizozemska, zato je lahko kulturni \u0161ok za neevropske priseljence z zahodno kulturo manj ekstremen kot za nezahodne priseljence.<\/p>\n<p>Drugi\u010d, kaj \u010de je mogo\u010de pove\u010dati produktivnost v zdravstvenem sektorju? S pove\u010danjem produktivnosti zdravstvenega osebja je treba manj ljudi delati v zdravstvenem sektorju in prepre\u010diti nepotrebne izdatke. Priseljenci lahko izmenjujejo ideje in tehnologija lahko pove\u010da produktivnost.&nbsp;<\/p><p>Zato bi lahko bili visoko kvalificirani zdravstveni priseljenci, ki lahko delajo ali prispevajo k nizozemskemu zdravstvenemu sektorju, del to\u010dke finan\u010dne vzdr\u017enosti. Zato je pomembno razlikovati med priseljevanjem \u00bbvisokokvalificiranih\u00ab in \u00bbnizkokvalificiranih\u00ab. Nekateri visokokvalificirani priseljenci bi lahko imeli ve\u010djo prednost kot drugi, da bi nizozemski zdravstveni sistem deloval. Ker imajo nekateri priseljenci \u017ee zdaj ve\u010d prednosti kot drugi, bi po moji oceni to moralo biti zakonsko mogo\u010de.<\/p>\n<p>Dobro usmerjanje priseljencev je klju\u010dnega pomena ne le za njihovo pridobitev za delo v sektorju zdravstvenega varstva, temve\u010d tudi za dobro integracijo in sodelovanje v dru\u017ebi. Zagotoviti je treba ustrezno finan\u010dno, jezikovno, kulturno in psiholo\u0161ko pomo\u010d, da se bodo ljudje po\u010dutili varne in doma\u010de.
