Avec une population de pr\u00e8s de 18 millions de personnes (17,93) au 30 octobre 2023 selon le bureau central des statistiques (Centraal Bureau voor de Statistiek, 2023), la densit\u00e9 de population au kilom\u00e8tre carr\u00e9 atteint un nombre \u00e9tonnant de 529 personnes par carr\u00e9. kilom\u00e8tre (Vzinfo.nl &amp; CBS-StatLine, 2023), certaines zones urbaines comptant plus de 2 000 habitants par kilom\u00e8tre carr\u00e9.<\/p>\n<p>Conform\u00e9ment aux pronostics actuels, la population n\u00e9erlandaise continuera d&#039;augmenter pour atteindre 20,7 millions d&#039;habitants d&#039;ici 2070. La population n\u00e9erlandaise augmentera principalement en raison de l&#039;immigration et d&#039;une esp\u00e9rance de vie prolong\u00e9e (Centraal Bureau voor de Statistiek, 2023). Ainsi, la migration joue actuellement et jouera un r\u00f4le important pour la soci\u00e9t\u00e9 n\u00e9erlandaise. La migration fait l\u2019objet d\u2019une grande couverture m\u00e9diatique dans les m\u00e9dias n\u00e9erlandais.<span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">\u00a0<\/span><\/p>\n<p>Pour \u00e9valuer l&#039;impact de l&#039;immigration sur mon propre domaine d&#039;\u00e9tudes (soins infirmiers) et sur la future main-d&#039;\u0153uvre de mon pays, j&#039;ai effectu\u00e9 des recherches sur l&#039;immigration n\u00e9erlandaise. Les paragraphes suivants pr\u00e9sentent mes conclusions.<\/p>\n<p><strong>Statistiques<\/strong><\/p>\n<p>Les cinq pays d&#039;o\u00f9 les immigrants arrivent le plus souvent aux Pays-Bas sont la Turquie, le Maroc, le Suriname, les Cara\u00efbes n\u00e9erlandaises et l&#039;Indon\u00e9sie. Sur l&#039;ensemble des 15 \u00e0 75 ans de la population active d&#039;origine n\u00e9erlandaise, seuls 2,7 pour cent \u00e9taient au ch\u00f4mage. C\u2019est moins que parmi les personnes issues de l\u2019immigration occidentale (4,0 %). Le taux de ch\u00f4mage parmi les personnes d\u2019origine non occidentale (6,0 %) est le plus \u00e9lev\u00e9 aux Pays-Bas (Centraal Bureau voor de Statistiek, 2021).<\/p>\n<p><strong>Motifs<\/strong><\/p>\n<p>Les gens ont diff\u00e9rentes raisons et motivations pour venir vivre aux Pays-Bas. Par exemple, les travailleurs migrants viennent travailler aux Pays-Bas et les migrants \u00e9tudiants suivent une formation aux Pays-Bas. Selon le droit europ\u00e9en, tous les citoyens de l\u2019UE\/AELE peuvent travailler dans un pays de l\u2019UE sans permis de travail (Centraal Bureau voor de Statistiek, 2023a).\u00a0<\/p>\n<p>Les raisons de migrer vers les Pays-Bas peuvent varier selon la provenance du migrant. En 2021, le travail \u00e9tait le motif de migration le plus fr\u00e9quent pour 38\u00a0860 immigrants en provenance de l\u2019UE\/AELE. Pour 29 350 personnes, la famille \u00e9tait le motif de migration. Pour 21 125 citoyens de l\u2019UE-AELE, les \u00e9tudes \u00e9taient la raison pour partir aux Pays-Bas. Pour les 28 240 citoyens de l\u2019UE\/AELE, on ne sait pas pour quelle raison ils ont immigr\u00e9 aux Pays-Bas. Parmi les citoyens non-UE\/AELE, la famille \u00e9tait la raison de migration la plus courante pour 29 615 personnes. L\u2019asile (21\u00a0505 personnes) et les \u00e9tudes (18\u00a0465 personnes) \u00e9taient \u00e9galement des raisons importantes pour lesquelles les personnes hors UE\/AELE migrent vers les Pays-Bas (Centraal Bureau voor de Statistiek, 2023a). Pour les citoyens non-UE\/AELE, la famille, l&#039;asile et les \u00e9tudes \u00e9taient les raisons les plus courantes de d\u00e9m\u00e9nagement, tandis que le travail et la famille \u00e9taient les raisons les plus courantes pour les citoyens de l&#039;UE\/AELE.<\/p>\n<p>La question est d\u00e9sormais de savoir comment la soci\u00e9t\u00e9 n\u00e9erlandaise peut utiliser de mani\u00e8re optimale ces immigr\u00e9s tout en tenant compte de leurs souhaits.<\/p>\n<p><strong>Immigration li\u00e9e aux soins de sant\u00e9<\/strong><\/p>\n<p>Aux Pays-Bas, il y a une crise des soins de sant\u00e9. Avec une population de plus en plus \u00e2g\u00e9e, la demande de soins de sant\u00e9 augmente plus rapidement que l\u2019\u00e9conomie et la main-d\u2019\u0153uvre ne peuvent suivre. Et depuis plusieurs ann\u00e9es, il y a une p\u00e9nurie de personnel soignant.\u00a0<\/p>\n<p>Le gouvernement n\u00e9erlandais souhaite augmenter le nombre de professionnels de sant\u00e9 dans un court laps de temps pour r\u00e9pondre \u00e0 la demande de soins (Ministerie van Volksgezondheid, Welzijn en Sport, 2022). Pour que le gouvernement n\u00e9erlandais puisse faire de cet objectif une r\u00e9alit\u00e9, le gouvernement a men\u00e9 des recherches sur la mani\u00e8re dont le syst\u00e8me de sant\u00e9 n\u00e9erlandais peut \u00eatre p\u00e9renne. Leurs conclusions et conseils ont \u00e9t\u00e9 publi\u00e9s en ligne (Ministerie van Algemene Zaken, 2022).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-d3a1cec\" data-id=\"d3a1cec\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7e167bf elementor-widget elementor-widget-text-editor\" data-id=\"7e167bf\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Les trois points \u00e0 retenir pour assurer la p\u00e9rennit\u00e9 du syst\u00e8me de sant\u00e9 n\u00e9erlandais sont les suivants\u00a0: la viabilit\u00e9 financi\u00e8re, la viabilit\u00e9 sociale et la viabilit\u00e9 du personnel. La viabilit\u00e9 financi\u00e8re se concentre sur les d\u00e9penses engag\u00e9es par le gouvernement n\u00e9erlandais dans le secteur de la sant\u00e9. Compte tenu des \u00e9volutions d\u00e9mographiques et technologiques, on s\u2019attend \u00e0 ce que les d\u00e9penses de sant\u00e9 augmentent plus rapidement que la croissance \u00e9conomique \u00e0 l\u2019avenir.&nbsp;<\/p><p>C\u2019est ce que pr\u00e9dit le gouvernement n\u00e9erlandais (RIVM) dans une \u00e9tude pr\u00e9liminaire. Il est pr\u00e9vu que les d\u00e9penses de sant\u00e9 continueront d\u2019augmenter en moyenne de 2,8 pour cent par an jusqu\u2019en 2060, contre une croissance en volume de 1 \u00e0 1,5 pour cent pour l\u2019ensemble de l\u2019\u00e9conomie. Cela est principalement d\u00fb \u00e0 la stagnation de la productivit\u00e9 dans le secteur de la sant\u00e9 aux Pays-Bas.<span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">&nbsp;<\/span><\/p>\n<p>Selon le gouvernement n\u00e9erlandais (Ministerie van Algemene Zaken, 2022), il n&#039;existe que 3 solutions disponibles pour subventionner ces d\u00e9penses croissantes\u00a0:<\/p>\n<p>\u2013 (1) r\u00e9duire la part des autres d\u00e9penses publiques du gouvernement<br>\u2013 (2) augmenter la pression fiscale collective<br>\u2013 (3) augmenter la dette nationale<\/p>\n<p>Le programme \u00ab TAZ \u00bb se concentre sur la durabilit\u00e9 du personnel. \u00ab TAZ \u00bb a \u00e9t\u00e9 lanc\u00e9 en 2022. \u00ab TAZ \u00bb est l&#039;abr\u00e9viation de \u00ab Toekomstbestendige Arbeidsmarkt Zorg &amp; welzijn \u00bb qui se traduit par \u00ab Soins de sant\u00e9 et protection sociale du march\u00e9 du travail \u00e0 l&#039;\u00e9preuve du temps \u00bb. Le pourcentage de personnes travaillant dans le syst\u00e8me de sant\u00e9 n\u00e9erlandais a augment\u00e9 depuis le d\u00e9but des ann\u00e9es 1970, passant de 7 \u00e0 plus de 15 pour cent.<\/p>\n<p>&nbsp;\u00c0 l\u2019heure actuelle, environ un salari\u00e9 n\u00e9erlandais sur sept travaille dans le secteur de la sant\u00e9. Dans une quarantaine d\u2019ann\u00e9es, cela devrait \u00eatre un salari\u00e9 sur trois pour pouvoir r\u00e9pondre \u00e0 la demande de soins. Il est donc imp\u00e9ratif que les personnes qui travaillent dans le secteur de la sant\u00e9 restent salari\u00e9s du secteur de la sant\u00e9. La durabilit\u00e9 du personnel se concentre sur ce point (Ministerie van Algemene Zaken, 2022).<\/p>\n<p>Afin de maintenir les travailleurs de la sant\u00e9 au sein du syst\u00e8me de sant\u00e9 n\u00e9erlandais, certains changements ont \u00e9t\u00e9 propos\u00e9s pour les travailleurs de la sant\u00e9. Il s&#039;agit par exemple du fait que les employ\u00e9s sont d\u00e9j\u00e0 impliqu\u00e9s dans les innovations en mati\u00e8re de soins de sant\u00e9 pendant la formation, qu&#039;il existe une bonne orientation en mati\u00e8re de stage et un programme de travail (d&#039;apprentissage) attractif qui leur permet de faire ce pour quoi ils ont \u00e9t\u00e9 form\u00e9s, ils ont la possibilit\u00e9 de le faire. se d\u00e9velopper davantage, afin qu&#039;ils consacrent moins de temps aux charges administratives, qu&#039;ils aient acc\u00e8s \u00e0 de nouvelles m\u00e9thodes de travail et \u00e0 de nouvelles technologies pour accro\u00eetre la satisfaction au travail et qu&#039;ils aient leur mot \u00e0 dire sur la mani\u00e8re dont le travail est effectu\u00e9. Tout cela contribue \u00e0 garantir que le secteur de la sant\u00e9 et du bien-\u00eatre est et reste un bon secteur dans lequel travailler.<\/p>\n<p>La durabilit\u00e9 sociale se concentre sur l\u2019opinion de la population n\u00e9erlandaise sur le syst\u00e8me de sant\u00e9 et sur le montant qu\u2019elle est pr\u00eate \u00e0 payer pour ses soins de sant\u00e9. Aux Pays-Bas, l&#039;assurance est obligatoire. Si les prix des assurances augmentent, les gens seront oblig\u00e9s de payer les frais et seront m\u00e9contents. Explorons ensemble les options. Premi\u00e8rement, comme mentionn\u00e9 dans le paragraphe \u00ab Immigration li\u00e9e aux soins de sant\u00e9 \u00bb, il est important de maintenir la p\u00e9rennit\u00e9 du personnel en gardant le personnel travaillant dans le secteur de la sant\u00e9 et en attirant de nouveaux travailleurs de la sant\u00e9.&nbsp;<\/p><p>Pourquoi, avec une p\u00e9nurie estim\u00e9e \u00e0 130 000 travailleurs de la sant\u00e9 d&#039;ici 2023, est-il si difficile pour les immigrants de trouver du travail dans le secteur de la sant\u00e9 ? Cela est souvent d\u00fb aux processus auxquels les immigr\u00e9s doivent participer. Par exemple, les immigr\u00e9s en attente de leur demande d\u2019asile ne sont pas autoris\u00e9s \u00e0 commencer \u00e0 travailler rapidement et ne sont pas suffisamment orient\u00e9s vers un emploi appropri\u00e9 ou une formation compatible avec un travail dans le secteur de la sant\u00e9.<\/p><p>Les personnes qui ont travaill\u00e9 \u00e0 l&#039;\u00e9tranger en tant que m\u00e9decins ou infirmi\u00e8res doivent souvent passer par une proc\u00e9dure complexe et co\u00fbteuse aux Pays-Bas. Pour les m\u00e9decins form\u00e9s en dehors de l\u2019Espace \u00e9conomique europ\u00e9en (EEE), cette d\u00e9marche prend au moins quatre ans. En outre, une fois au travail, les migrants qui travaillent dans le secteur de la sant\u00e9 doivent s&#039;habituer \u00e0 la culture du lieu de travail.<\/p>\n<p>Il est important pour la qualit\u00e9 des soins, l\u2019esprit d\u2019\u00e9quipe et l\u2019efficacit\u00e9 des travailleurs de la sant\u00e9 de disposer de syst\u00e8mes permettant de v\u00e9rifier les comp\u00e9tences et les comp\u00e9tences des travailleurs de la sant\u00e9 migrants avant qu\u2019ils n\u2019entrent dans le secteur de la sant\u00e9 n\u00e9erlandais. Mettre en p\u00e9ril la qualit\u00e9 des soins, l\u2019esprit d\u2019\u00e9quipe ou la productivit\u00e9 des travailleurs de la sant\u00e9 en embauchant des travailleurs de la sant\u00e9 migrants non qualifi\u00e9s, non int\u00e9gr\u00e9s et non qualifi\u00e9s entra\u00eenerait la d\u00e9gradation du syst\u00e8me de sant\u00e9 n\u00e9erlandais.<\/p>\n<p>Cependant, il pourrait exister un moyen pour les travailleurs de la sant\u00e9 migrants de commencer \u00e0 travailler plus rapidement et avec moins de formalit\u00e9s administratives dans le syst\u00e8me de sant\u00e9 n\u00e9erlandais. Je recommanderais au gouvernement n\u00e9erlandais de faire des recherches pour rationaliser le processus pour les migrants qui souhaitent travailler dans le secteur de la sant\u00e9 n\u00e9erlandais. V\u00e9rifiez par exemple si le gouvernement peut acc\u00e9l\u00e9rer et simplifier le processus de reconnaissance des dipl\u00f4mes \u00e9trangers. Il pourrait y avoir d&#039;autres pays (comme l&#039;Am\u00e9rique, le Canada, l&#039;Australie et la Nouvelle-Z\u00e9lande) o\u00f9 la qualit\u00e9 des soins pourrait \u00eatre comparable \u00e0 celle des soins aux Pays-Bas. De plus, comme ces pays sont consid\u00e9r\u00e9s comme des pays occidentaux, certaines de leurs politiques et protocoles de soins de sant\u00e9 seront bas\u00e9s sur des instituts de recherche occidentaux. Sans oublier que la culture occidentale est la plus r\u00e9pandue dans le monde.<br>Aux Pays-Bas, le choc culturel pourrait donc \u00eatre moins extr\u00eame pour les immigrants non europ\u00e9ens de culture occidentale que pour les immigrants non occidentaux.<\/p>\n<p>Deuxi\u00e8mement, et si la productivit\u00e9 pouvait \u00eatre augment\u00e9e dans le secteur de la sant\u00e9 ? En augmentant la productivit\u00e9 du personnel de sant\u00e9, moins de personnes doivent travailler dans le secteur de la sant\u00e9 et des d\u00e9penses inutiles peuvent \u00eatre \u00e9vit\u00e9es. Les immigrants peuvent partager des id\u00e9es et la technologie pourrait augmenter la productivit\u00e9.&nbsp;<\/p><p>Par cons\u00e9quent, les immigrants hautement qualifi\u00e9s dans le domaine de la sant\u00e9 qui peuvent travailler ou contribuer au secteur de la sant\u00e9 n\u00e9erlandais pourraient faire partie du point de viabilit\u00e9 financi\u00e8re. Il est donc important de faire la diff\u00e9rence entre l\u2019immigration \u00ab hautement qualifi\u00e9e \u00bb et \u00ab peu qualifi\u00e9e \u00bb. Certains immigrants hautement qualifi\u00e9s pourraient b\u00e9n\u00e9ficier d\u2019une plus grande priorit\u00e9 que d\u2019autres afin de maintenir le fonctionnement du syst\u00e8me de sant\u00e9 n\u00e9erlandais. \u00c9tant donn\u00e9 que certains immigrants b\u00e9n\u00e9ficient d\u00e9j\u00e0 de plus d\u2019avantages que d\u2019autres, j\u2019estime que cela devrait \u00eatre l\u00e9galement possible.<\/p>\n<p>Donner une bonne orientation aux immigr\u00e9s est la cl\u00e9 non seulement pour les amener \u00e0 travailler dans le secteur de la sant\u00e9, mais aussi pour une bonne int\u00e9gration et participation dans la soci\u00e9t\u00e9. Une aide financi\u00e8re, linguistique, culturelle et psychologique appropri\u00e9e doit \u00eatre fournie pour que les gens se sentent en s\u00e9curit\u00e9 et chez eux.
